On April 1, the Comptroller's Office sent the first notices to margins tax payers. The Texas business margins tax is a tax on the right to do business in Texas designed to alleviate the problem of businesses avoiding paying tax. HB 3928 enacted by the 80th Legislature added tax discounts for small businesses exempting a sole proprietorship, a non-corporate general partnership or a passive entity. Supporters say the tax closes "loopholes." Opponents claim this is an unprecedented and untested tax scheme unlike anywhere in the nation with unknown economic and legal consequences.

TX House Members are considering ways to end "Ghost Voting" which would end the practice of lawmakers casting their votes when they were absent which has been a long tradition criticized by open-government advocates. There have been notorious incidents including where a member somehow cast a vote after they died earlier that morning. The installation of fingerprint technology into the desk voting machines is one consideration at an approximate cost of $400,000 for the 150 desks.
